More information may be in the Open Science MOOC. WikiCite, Scholion, most of the open publishing and reviewing software initiatives are open source.

You could have a look at the Open Science Barcamp & Open Science fair for information/hints.

Also not Europe but theres a volunteer group near me in the US that refurbishes donated laptops & gives them away to kids that can't afford them for free, I believe with Mint Linux

@guido I've heard of both the French public service and an education department in Germany deploying chat systems based on the matrix protocol.

Since it's an open protocol, I'm not 100% sure they're using liberating software to implement these, but it seems likely.

@guido great question, I do this for little NGo's, associations, entrepreneurs but I don't know of any established organization working this at the level of public administration etc..

Hello! Basques are trying to organize, promoting use of FS in education and also demanding institutions to do things propperly (not just use the "easy" Windows and the cheap or "free" Google services). It's not in English, but you could send an email and ask for information I guess
