Serhiy Kvit notes that it was (and still is) a struggle to overcome the Soviet/Russan legacy. Higher Education Institutions lack financial autonomy, focus instead on building their reputations and capitalizing academic achievements. However, a new culture of quality is developing in Ukrainian HEIs. There is a national agency for quality assurance in HEI, called NAQA https://en.naqa.gov.ua/

Kvit's academic ethics seem to be a little unusual. Kvit "is the author of an admiring biography of #DmytroDontsov, one of the key theoreticians of UA ethnic nationalism." [1]
"Dontsov disdained pluralistic Western democracy, and recommended the ethno-nationalist model of fascist dictatorships of Mussolini and Hitler". [2]
Kvit apparently shut down an art show, "The Ukrainian Body, in 2012. [3]

Thanks for your comment.
Do note that ethics does not have to do with the research itself. People can disagree about all sorts of things. People can be wrong. People can change their opinion on something.
What is not permitted is fabrication, falsification, or plagiarism (and maybe non-transparent use of an AI text generator). There are also ethical considerations in conducting experiments and about data privacy.

Sure, there are many different components of academic ethics.
Promoting Mussolini-Hitler governance, communications and human resources policies [modern jargon!] does not necessarily involve fabrication, falsification or plagiarism.
#AbiyAhmed plagiarised his PhD thesis and is co-responsible (with #IsaiasAferwerki) for the genocide of 10% of the Tigrayan population over a 2-year period, but the two are not directly related.
